Further expansion in 2015 with the White City Boulevard added 2 km to the east of Freedom Square.

Historically, the boulevard was created to connect the Bibi Heybet oilfields as part of urban development projects. In 1900, the Municipal Horticultural Commission initiated the planting of trees and shrubs along the seafront, tasking engineer Kazimierz Skurewicz with designing a 20-meter-wide embankment using vegetation suited to Baku's climate.
